THE COMPONENTS INVOLVED

What Is Server Licensing?

Server licensing refers to the legal licensing of software used to operate and manage server workloads. For Windows Server 2025, Microsoft states that Standard and Datacenter use a core-based licensing model, with physical-core licensing and, under applicable subscription or Software Assurance conditions, licensing by virtual machine.

Server Operating System Licenses
Windows Server Standard, Datacenter or other server OS licensing.
Windows Server CALs
Access licensing for users or devices connecting to server workloads.
Remote Desktop Services CALs
Additional access licensing where RDS is in use.
Virtualization-Related Licensing
Licensing considerations that follow how virtual machines are deployed.
Database & Application Server Licensing
Licensing for server-based database and application workloads.
Backup, Management & Monitoring Software Licensing
Licensing for the software that protects and oversees your server environment.
Subscription-Based Server Licenses
Server licensing delivered through applicable subscription models.
Software Assurance
Where applicable, additional rights and benefits tied to your licensing program.
HOW LICENSING IS STRUCTURED

Server Licensing Models

Server software can be licensed in several different ways depending on the vendor and product. Understanding the model that applies to your environment is the starting point for any licensing assessment — the details below are a general guide and should always be checked against current vendor licensing terms.

Per-Core Licensing

Common for server operating systems such as Windows Server, where licensing is calculated against physical processors and cores rather than per server.

User-Based Licensing

Relevant where licensing is tied to the number of users accessing a service, regardless of how many devices they use.

Device-Based Licensing

Relevant where licensing is tied to the number of devices accessing a service, useful where multiple users share a device.

CAL (Client Access Licensing)

A separate access license required alongside the underlying server software license, distinct from the software license itself.

Subscription Licensing

A recurring licensing model, often tied to an active subscription term rather than a one-time purchase.

Perpetual Licensing

A one-time license purchase that may still apply for certain products or vendors, depending on what is currently offered.

CHOOSE THE RIGHT EDITION

Windows Server Licensing Options

The exact requirements depend on the software product, licensing program, infrastructure architecture and applicable product terms.

Windows Server Standard

Designed for lower virtualization density or non-virtualized environments — physical servers, file servers, application servers, domain controllers, smaller virtualization environments and branch-office infrastructure.

Windows Server Datacenter

Intended for highly virtualized and software-defined datacenter environments. When licensed on the applicable physical-core model, it provides broader virtualization rights than Standard — suited to multiple Windows Server VMs, private cloud and large virtualization hosts.

Windows Server Essentials

Intended for smaller organizations and available through OEM channels. Microsoft describes the 2025 Essentials edition as suitable for small businesses with up to 25 users and 50 devices, subject to the current licensing program and product terms.

CORE-BASED LICENSING

Server Core Licensing

Windows Server Standard and Datacenter use a core-based licensing model. When licensing based on physical cores, Microsoft specifies minimum requirements, including a minimum of 8 core licenses per physical processor and 16 core licenses per server. Core licenses are available in 2-packs and 16-packs.

Physical Processors & CPU Cores
The number of processors and cores drives the core-license count required.
Server Hardware Configuration
Hardware layout affects how licensing is calculated per server.
Number of Physical Servers
Each licensed server is assessed against the minimum core requirements.
Virtualization Requirements & VM Count
How many virtual machines you plan to run affects the licensing model and edition choice.
Licensing Program & Existing Licenses
Your applicable Microsoft program and what you already hold shape the recommendation.
Subscription or Software Assurance Status
Some licensing paths, including per-VM licensing, depend on subscription or SA conditions.

The exact licensing calculation should always be validated against the applicable Microsoft Product Terms and licensing agreement.

ACCESS LICENSING

Server CAL Licensing

Server software licensing and access licensing are separate considerations. A business may require Windows Server CALs for users or devices accessing Windows Server workloads, depending on the applicable licensing terms.

User CAL

Associated with a specific user who requires access to licensed server environments — relevant where one employee accesses server resources from multiple devices.

Device CAL

Associated with a specific device accessing the server environment — relevant where multiple users share a common workstation or terminal.

Remote Desktop Services CAL

Businesses using Windows Server Remote Desktop Services may require additional access licensing beyond the base Windows Server CAL.

CHOOSE THE RIGHT CAL

User CAL vs. Device CAL

Which CAL type fits best depends on how your users and devices actually work — this is one of the first things CODE3 reviews during a licensing assessment.

VIRTUALIZED ENVIRONMENTS

Server Licensing for VMware & Hyper-V

A single physical server may host multiple virtual machines, and the licensing requirements depend on the licensing model, physical host configuration, number of virtual machines and applicable licensing rights. Licensing recommendations remain subject to the applicable software licensing terms.

VMware Environments
ESXi hosts, Windows Server VMs, VM allocation, host configuration and backup/DR environments.
Microsoft Hyper-V Environments
Hyper-V hosts, Windows Server VMs, failover clusters, VM density and host licensing.
VM Density & Physical Host Configuration
How many VMs run per host directly affects the appropriate edition and licensing model.
Server Clustering & High Availability
Clustered and highly available configurations carry their own licensing considerations.
Disaster Recovery Infrastructure
Standby and DR environments should be reviewed alongside production licensing.

Microsoft’s current guidance provides physical-core and applicable virtual-machine licensing options for Windows Server Standard and Datacenter.

ACROSS EVERY STAGE

Server Licensing Across New, Existing & Hybrid Infrastructure

Server licensing should be considered across the complete infrastructure rather than treating every server independently.

New Server Deployments

Reviewing licensing before hardware is selected — Business Requirement → Server Architecture → Operating System → Virtualization → Licensing Model → Access Licensing → Deployment — to help reduce licensing surprises during implementation.

Existing Infrastructure

Reviewing licensing as businesses add servers, users, devices, virtual machines, branch offices and new applications over time.

Cloud & Hybrid Infrastructure

Reviewing server licensing requirements across on-premises, private cloud, Azure and hybrid environments as part of broader cloud migration and modernization projects.
