72% of UAE Businesses Now Use AI — Here's What's Actually Driving the Jump

AI Everything Abu Dhabi opened this week with a number worth pausing on: AI adoption among UAE businesses has jumped from 53% to 72% in a single year. That's not a gradual trend, it's a step change. Dig into what's actually driving it, and the story isn't really about businesses building new AI projects. It's about a feature switch most of them already had access to.

The Number Behind the Number

The 72% adoption figure comes from a joint UAE AI Office and AWS report tracking AI use across the country's businesses. Alongside it, Abu Dhabi Government announced it's rolling out Microsoft 365 Copilot to 35,000 government employees, part of a stated goal to become the world's first AI-native government by 2027. More than 400 companies and 150 AI startups are at the event showcasing everything from healthcare AI to industrial automation agents, with one company projecting $3 million in annual savings from a single AI agent.

The headline-grabbing projects are real. But for most ordinary businesses, the 72% figure almost certainly reflects something much less dramatic: Microsoft 365 Copilot and similar AI features getting switched on inside tools companies were already paying for.

Why This Matters More Than the Number Suggests

"Adoption" and "readiness" are not the same thing. A business can technically be counted as an AI adopter the moment someone in the office starts using Copilot inside Outlook or Word, with no review of what data that assistant can see, no policy on what it should be used for, and no idea whether the Microsoft 365 licensing and configuration are actually set up to get good results from it.

That gap, between switching a feature on and actually being ready to use it well, is where most of the real risk and most of the wasted potential sits. A government rolling Copilot out to 35,000 staff is doing so as a planned, governed deployment. Most SMBs adopting the same technology are doing it one employee at a time, informally, with nobody checking whether it's configured correctly.

What "AI Adoption" Usually Looks Like Inside a Real Business

In practice, adoption tends to follow a familiar, ungoverned pattern: a few staff start using Copilot or a similar assistant because it's already included in their license. Nobody reviews what documents or mailboxes it can access. Nobody checks whether the tenant's data boundaries are configured to keep sensitive information out of its reach. And nobody evaluates whether the business is even on the right Microsoft 365 plan to get full value from it.

What Being Actually Ready Looks Like

Getting real value out of AI adoption, rather than just technically counting as an adopter, comes down to a few concrete steps:

Reviewing your current Microsoft 365 licensing and tenant configuration to confirm Copilot and related AI features are actually available and properly scoped — see our Microsoft Copilot service.

Setting clear data access boundaries, so an AI assistant can't surface sensitive files, emails or records it has no business touching.

Defining what AI tools should and shouldn't be used for, so adoption is a deliberate decision rather than something that happened by default.

Training staff on what the tool can actually do well, instead of leaving them to discover its limits through trial and error.

Being Counted Isn't the Same as Being Ready

The UAE's AI adoption numbers are genuinely impressive, and the direction is the right one. But a statistic counting who has turned a feature on says nothing about who's using it safely and effectively. That second question is the one worth actually answering for your own business.

Not sure if your Microsoft 365 setup is actually ready for Copilot? CODE3 can review your current licensing, configuration and data access boundaries before you roll it out further.
